Cybercafe software start session window

I want to make a simple cybercafe software that will allow a user to start a session (start using the computer) and to end a session(stop using the computer).In other cybercafe software the first window basically is pretty much all you see and unless you start the session,the computer is kind of locked.

How is this kind of window made?
 
I have found a way to do this and its simple to implement in any language.Its a number of things you need to do.

-Hide desktop icons
-Borderless window : fixed at the center
-Hide task bar
-Disable right clicking on the desktop
-Disable task manager

I have don mine in delphi.
