CXii PRI ccts not seizable

Good day All
I am having teething problem in setting-up E1 modules on a CXii controller. both two modules are equiped with E1/T1 modules which have failover ports. status displays shows not seizable and alarms shows D channel is down. I have followed a number of suggestions from other posts with a similar or almost similar errors but to no avail. I am getting same errors when connected to the service provider PRI line and when i do a loopback on PiN 1&2 to Pin 4&5. the Module light flashes green but channels remain in Not Seizable status. CXii 5.0 SP2 PRI, software 11.0.2.19

i have set the card and ccts out of service and back into service but to no avail.
Any help will be greatly appreciated.

if the cards have "failover" then they are the right ones for the CX. Maybe you could share some of the programming you have done for the card and circuit.

I'd tell you a UDP joke but I'm afraid you won't get it. TCP jokes are the best because you always get them.

If it's flashing green I thinks it,s related to the D channel down. With a loopback, it's normal, but when you connect to the PRI it should change to up. Do you ask the PRI Provider if their D channel is configure?
 
What cable are you using to connect the NT to the module; straight or crossover? It needs a straight RJ45 patch lead.
 
Thank you all, it turn out the Provider had some properties set wrongly. I also did not know that the PRI (E1/T1) does not support loop-back. I tried this hoping this would help isolate or eliminate the issues. thank you all for your suggestions and help.
