cx600 navisphere 6.19 event monitor email notification

I am having a problem getting the email notification to work on my cx600. I want the events to be reported to an email address. When I set up a template in navisphere and send a test from the template it works just fine . I receive an email stating that the events will be sent to this email address. The problem is that when I try to insert an event it creates an event but never sends the response via email. I also have not received any other event notifications from this system. I am using a windows 2000 workstation with navisphere 6.19. I can also see the system on the equipment tab. Any help would be greatly appreciated.
