CVS Login Issue: Permission Denied

I am getting the following error when trying to connect to the CVS server instance in created on my Fedora Core 5 box.

Code:
 cannot open /playground/cvs/CVSROOT/config: Permission denied

I have read all the postings I can find related to this but I can't find the answer.

Server cvs version. 1.11.21
Client cvs version 1.11.19 (FC4) or 1.11.17 (cygwin on winxp).

In my passwd file all users are told to run as user "cvs". The cvs user/group owns the /playground/cvs folder and all of it's contents. so all privs look like cvs:cvs. rwx privs I left with how they are created by the cvs init command that I executed as the cvs user on the server itself.
