CVS file access control in Unix

This question is related to CVS, but I guess it¡¯s essentially a question about Unix. We are trying to have controlled access to CVS repository within our group. That is, group members¡¯ access should be controlled on a file basis. We tried this approach: letting the owner of the file add other group members¡¯ accounts on the access list using ¡°setfacl¡± command. However, such a list will be lost after just any CVS commit. Is there any way out? By the way, we don¡¯t have root privilege and only use CVS local mode due to security concerns. Your advice will be greatly appreciated!
