CVS and buildconf for apache-2.048

I am in the process of configuring a web server. The OS is FreeBSD and I am attempting to utilize the CVS (ports) system to install apache-2.0.48. The apache documentation states that prior to make, and make install the system requires ./buildconf be run with preinstalled autoconf and libtools. However buildconf is not able to locate the path to libtools and echos a failure note reminding the developer that libtool-1.3 or greater is required. The box currently has libtool-1.4 installed an operating. I am searching for a solution, short of abandoning CVS and using a .tarball.

After many hours without success it seems there is very little discussion of buildconf functioning with libtool. A success story would strengthen my resolve.
