cutting the files

hello i am the [DarK]-DOCTOR.(THIS WAS MY NÄ°CK NAME BEFORE THE DARKBASÄ°C).
Any way.How can we make a program that divides a file like *.exe,*.bmp...etc.?
And then make them a new file again?
(i really need it)
