Customizing upfront display

hi

i have seen few threads here mentioning the stylesheet updation to customize the themes and siaply in the upfront.

But this is not taking effext, as i have seen most of the underlying pages got the font, size and othe properties hard coded...

what is the best way to change the complete look and feel of the upfront, how to create and/or upte new themes.
