1) In Sharepoint Services 2003, when creating a sharepoint site, is it possible, using FrontPage or some other means, to re-work the standard sharepoint interface so that Check Out, and Edit in Word, are no longer 'obscure' choices that must be accessed via a dropdown menu, but rather, are immediately invoked via the most traditionally instinctive action: double-clicking a document name...in this scenario we would like to relegate the current default action, "Open a read-only copy", to the 'hidden' dropdown menu where we feel it belongs.

2) Is it possible by some programming trick to give the Site Admin an option to combine "edit with MSWord" and "Check Out" into one combined function so check out can be FORCED whenever a file is double clicked/opened?
