customize updates in WSUS Server

I created a WSUS in Windows Server 2008 R2 and I want to customize what updates are important vs optional like the normal windows update. For example, IE 10 is considered an important update however some users must use IE 9 to do certain tasks while other users are not affected by this update. Most users are windows 7 with 32 or 64 bit machines and some xp machines. Is there an option in the WSUS console or another way to make an update important or optional? The only options I see are approved or declined.
