CUSTOMIZE OUTLOOK TODAY BUTTON IS DEAD

I just realized that the button in Outlook 2k called "CUSTOMIZE OUTLOOK TODAY..." does not respond in any workstation. I know I used it about 2 weeks ago but now you click on it and nothing happens. No changes (that I know) have been made to the server. Is there a global setting to disable this button in Outlook 2k from Exchange server 2000 spk3???
