customize outlook 2003 business contact form

I want to customize the business contact form that comes with outlook 2003 business contact manager.

When I have the form opended, I go to tools, forms but design this form is grayed out.

If i choose design a form and open the form for editing it will not let me publish the form after.

How can I get this form editable?
