customize eportfolio of CE developer standard version

Hi,
My company uses out of the box eportfolio solution for web deployment with standard CE 9. It has a restriction in security area. Guest and administrator is the only user accounts eportfolio allows you to set. The company donot have budget to upgrade to professional version. Has anyone done any kind of customization for security? I need some idea on this. Does Standard edition give you access to all API needed for this customization thru SDK?

You could write a front end I suppose, but there are licensing restrictions, such as the Crystal Broadcast License.

There are less expensive 3rd party tools for deploying report viewing:

Otherwise your company will likely find that the time it costs to code and deploy your own solution exceeds CE or 3rd party solutions long term.
