customize desktop and start from serv

I know theres a way to do this but i'm not quite sure how to. I want it so that when the users connect to the server by logging in with windows 2000 Professional the server will tell them what to have on the desktop and the startmenur so that i can customize it right from the server and not have to go ahround to all the different computers and change it manually.
