Customisation of logon.aspx and disclaimer.inc

I'd like to add some custom text and hyperlink (specifically for a 'forgot your password?' link that'll go off to FIM) and found

But it won't work. I can edit the logon.aspx file and changes are reflected when refreshing the page but it never includes the disclaimer.inc file (and it's content).

Any ideas what is needed to get this to work?

No idea why that doesn't work. I'd still be interested to know why as having a separate file like that would be useful. But I've found another way to do it - see
