This customer has port 80 NATd to a web server and we are trying to get a remote worker phone up using HTTPS. I cant seem to get the phone up even when modifying the 46xxsettings. Has anyone run into this situation before? Using another public IP address is not an option unfortunately.

https is 443, not 80 that's just http.

What phones are you wanting to use and what sw level is your kit?
