Customer Discount if in certain area

Good Morning,

I have a question on how do I implement a Sale Price on customers that are in a certain area?

I have created a Sales Promotion with a Sale Price and applied to the item numbers...but then it does not implement correctly on the sales order. It is giving everyone that sale price.
