Custom toolbars for the XP taskbar

Hello,

I'm looking for a way to add a custom toolbar on the XP taskbar for every user on a machine. Currently the only way I know how is to have every user login and create the toolbar after that. Is there a way to do this? I don't want to use the QuickLaunch toolbar. We use that for other purposes...
