Custom toolbar for print preview

Is there a way to create a custom toolbar that will appear in the report preview window? I'd like one to move among the pages and print the report.
 
Step 1: Right click on a blank area on either the menu bar or tool bar and Select Customize.
Step 2: Under the tab labeled Toolbars, click on the button labeled "New..." and give the new toolbar a name.
Step 3: Under the tab labeled Commands, click on a category and then click and drag the commands (via the Commands section) onto your toolbar.
Step 4: (Optional) Under the tab labeled Toolbars, select the button labeled "Properties" and modify whatever you want.
Step 5: Open your report in design mode and select the report property "Toolbar" and select your newly created toolbar from the drop down list.
