Custom Sharepoint web page.... edit?

I created a custom web page within Sharepoint. The client wants to be able to edit/manage the file themselves. It's kind of like a newsletter page, so some of the static info/data on the page will need to be updated once a month. What is the best way to go about letting them edit this page? Do they have to have Sharepoint Designer installed on their pc to edit it?

I would just create a basic page under web pages (Site Actions > Create). This creates a blank page with a rich text editor right in the page. This then acts like any other rich text document - you can add text, images, tables, etc.
You then give them access to update that page and they can maintain it from within the browser any time they want - no need to install any software.
You can then create a SharePoint group to which you assign the access, so then if the person maintaining the page changes, you can just add/remove people from that group.

Within this editor, I can't just paste my html code from a previous page? It displays the html code but doesn't interpret it as a web page. Also, when creating this basic page, it doesn't have any of the quick launch menus or anything.
 
You can create a new blank site buy using the Sites and Workspaces link and then choosing the blank site option. This will keep your quick nav for you. Then, drop in a Content Editor Web Part and use the source editor to add your existing html.
