I would like to place an "L" shaped rectangle on a page to use as a background. Is there anyway to to make custom shapes in INDESIGN 2.

In InDesign 2, you can manually draw them with the pen tool. InDesign CS includes a pathfinder option where you could merge 2 boxes to make this L shape.
