custom recipients recieve repeated email

Hi:

We encounter a strange problem starting from this week: when sending an email to distribution lists, some of the custom recipients in the list keep receiving the exact same email every day or every other day while others custome recipients and all mailbox users are not affected.

We were experiencing power failure this week and we had to shut down and restart the Exchange server almost everyday. Could that be the cause?
