custom menu not working with runtime version

I am using Access 2000. I was using buttons to perform many functions until I ended up with too many buttons. So I created a custom menu bar that calls the same functions that the buttons use, to replace the buttons. It works fine on my PC, both the buttons and the menu bar options work. BUT when I use the package and deployment wizard and setup the runtime version on another PC, the menu bar does not work(but the buttons still do). I get an error "can't run the macro of callback funtction 'MainButton_Click()' . Make sure the macro or function exists."
 
My problem is exactly the same as this one.
Can somebody give an explanation about this?

Sometimes the function will run but after running the function I get this error.
Otherwise the error comes up and I can't run the function at all.
