Custom Lines on Bar Charts

I have a bar chart that graphs each clinician's caseload in a particular program. Each program has its own maximum caseload allowance. I created a custom line to represent this number, but I want this line to automatically adjust itself based on the program the that is passed through the parameter.

Is there a way to have the custom line automatically adjust itself when the report is run?

The only other way is to create a chart for each program and suppress it based on the parameter value, but that is time consuming.

I would greatly appreciate anyone's help on this!
