Custom Cursors in VB 3.0

I made a cursor in a cursor editor. Now I wish to load it and set mousepointers to it but I don't know how. I know it is possible using a DLL of cursors and using LoadLibrary in VB but I don't have Visual C. I also know there is an easier way but I don't know it.
