Custom braodcast message creation/upload

I have a user that wants to send custom messages to a predefined distribution list (sales reps) starting with a custom jingle/music recording, followed by his message, and closing with jingle/music. Any ideas on the best approach? I am using CP 02.01 on a Opt 11c.

One possible way would be to have that user record his "jingle, along with message, then jingle" into a .wav file. Create an app in appbuilder, then import the message. The users would have to call a number to hear it, but at least they would get it. Without going crazy with money I'm not sure of another solution
