cust gets dial tone just by hitting any button on dial pad

I have two customers, one with 6x16 dr5 and the other with 8x24 dr5 did's assigned to phones. On some phones the cust can just starting dialing on dial pad and they get dial tone and the call is completed without having to press an i/c button or line button. It's not all sets and I have not been able to duplicate this feature. I was wondering if I am missing something in programming. Of course when cust moves to a different office and gets a different dn # this feature does not work on that phone. Set copy didn't solve it.
Anybody have any ideas?

It's Feature *82, press # to select the mode and press Hold to store it. You want to set yours to Automatic Dial.
