Curve text Like Liberty on a Quarter 2

I am trying to make a logo for example, in a circle shape. I want to place text that follows the shape of the circle. Look at a quarter, see how the word Liberty bends around the top of the quarter. Any help greatly appreciated.

Not sure if you can do it in Photoshop like you want it other than just work around.
I do know you can do it in Illustrator or Indesign.

I wanted to know if it is possible to create icons using photoshop and save them as .ico
