cursor stuck

I am using Frontpage 2003. On several web sites that I am working on the cursor will change from an arrow to the cross and get stuck there. When I try and click on text to cut/paste the cursor will not change from the cross and I can't do anything with the text.
If I click on the (body) button in the upper left toolbar the cursor will change back to an arrow but as soon as I click on anything it changes back to a cross.
Any ideas?
