How do I change the cursor to a blinking block cursor and how do I make it so it funtions as an overtype. The cursor will be in an input box with a date/time stamp in it that I want users to be able to modify parts of it. An overtype function of the cursor is what I'm looking for and it would help users if the cursor was made to be wider and blinking over the individual character they want to modify.

The following has all of the cursor types I know about... Unfortunately nothing like you're looking for, I believe.
Afaik, there is no easy way to change into "overtype" mode. This is something that is controlled by the user.
