Current user does not have permission to convert this database

I have an access 97 database that loads fine in 97. When I try to run it in 2000, I get the following error.
Not sure about how to join the workgroup that defines the user accounts used to access the database.

You use program WRKGADM.EXE to join (or create) Workgroup Admin files. However, unless you know the ID & PID that has the required permissions, you will still be out of luck.
