Current security settings do not allow to be downloaded

HELP !!!!!
i have a problem in my computer.
today my computer suddenly unable to download all file,
when i chick to download will show the follow message as
"Current security settings do not allow to be downloaded",
is it i need to change my computer's security setting, hope will have somebody help me how to change security setting. thank you very much.

If your browser is Internet Explorer, then click on Tools/Internet Options/Security, click on the Internet icon, select 'Medium' security setting, and click OK.
