Cups printing error

I am getting this error on the cups log

Returning IPP client-error-not-authorized for Print-Job

I have it set so everyone can print. I read it is a permissions issue. What did you change to fix the problem? I was using cups1.3 without an issue. I am now using cups 1.4 and am facing this issue.
