I just installed a gateway with MGCP. We are having issues where the circuit back to the call manager keeps pegging at 100% and my gateway keeps going into SRST mode...like it should.

Is there a way to use QoS to keep that link between the Gateway and CUCM open and unused all the time?

UnFortunately QoS is not going to do anything for an oversubscribed circuit. And if it is running at 100% capacity as you claim you'll start having other issues if you don't already. Upgrade your wan link and if you must run voice over it, offload some traffic in the meanwhile.

We are ordering an upgrade to the MPLS circuit as we speak. I was just hoping I could somehow ask my network guy to carve out some spare on the circuit for these keep alive packets.
