can you call the 65XX from a non-mobile phone? If so it is the cell providers issues. If not and you actually own that particular 65XX DID range from telco, then it is a configuration issue on the phone system. One or conbinations of:
dial-peer missing on the gateway
translation pattern
calling search space issue, most probable on the gateway configuration
