CUCM with gateway and 6 PRI design questions

Dear subject matter experts,

I am currently designing a new voip setup for my company. I will describe my proposed design along with questions I have come up with for review and input. All suggestions are welcomed!

Currently I have a CUCM 7.1.5 business edition stand alone server with a 3825 router to be my gateway. I have 6 isdn pri lines from verizon with 3 VWIC-2MFT-T1= cards and 3 2-64 pvdm’s in the router. I also have a 100mbit internet pipe connected to this routers gig interface. The CUCM currently has a private IP behind this router. The primary purpose of this CUCM is to provide phone service to the phones in our mobile vehicles.

My questions:

1.) Should I use H.323 or MGCP between the CUCM and the router? Please post your reasons for why either is better over the other.
2.) I've never utilized this many PRI's before so will I have any issues using these 6 PRI's with this setup?
***The primary use of our CUCM is to have phones in our mobile vehicles register back to this CUCM.
3.) Can I do this without creating a site to site tunnel between our vehicle and the CUCM network or is there a safe and secure way to allow phones to register to this CUCM across the wan link? Would port forwarding the needed CUCM ports or doing a static nat be a high risk or should I ditch that idea and go for the tunnel? If in some situations I cannot use a vpn to get back to the CUCM are there any suggestions to do it securely?
4.) I have one vehicle that has a router running CME. What would be this best solution for getting the phones in this vehicle back to the CUCM?
5.) I have one vehicle that has another business edition CUCM version 6.1. Would creating an H.323 gateway between these two servers be the best option to have the phones in that vehicle utilize the DID’s and PRI’s at the primary site?

Sorry for so many questions I am just trying to look at all angles before implementation starts to occur. Thank you for any suggestions or ideas.
