I have been asked if it is possible to restrict/limit users from phoning more than say $400 dollar per month.

No. I haven't even heard of it being possible through a 3rd party solution.

I agree with gnrslash4life, but if you are pushing out a specific DID for said person you could maybe try to ask the carrier if they can notify you if the dollar rate reaches that amount - or I would suggest reaching out to the person's manager or directly contact the person to discuss the high phone usage. They may not realize how expensive their volume is ...
