CUCM 8.0 upgrade

I am attempting to upgrade my CUCM 8.0.2.10000-24 server to version 8.0.2.40000-1. Everytime I try to do so it says : An error occurred while accessing the upgrade state file. Please verify the status of the local filesystem.

Why would this be happening? I tested my disk in a version 6.13 CUCM and it appears to launch the upgrade with no problem.
