CUCM 11.5 _ Add new Calling Search Space

Hi, I'm new to CUCM so apologies upfront. I'm trying to assign a direct line xxx-751-2025 that will forward to our call center until building is complete. I know the process for existing DNs.
I did my best to copy existing Calling Search Space, CTI Route and thought I had it but when I dial the number assigned it rings a couple times and then after a 5 sec or so delay, fast busy.
From what I've read in Cisco support forums there's more than one way to do it depending on our system setup. The translations and CTI routing is where I think I may have mixed things up. Should I just create DN in an existing CSS and call fwd all to our Call Center until we're in the building? What specs should I provide here so someone might help?

You need to create your direct line in a partition that is accessible via your PSTN. Then you forward it to whatever number using a CSS that can presumably dial out the PSTN. Or if its an internal number then the CSS must be able to dial that partition.
