ctx 100 line problem

Hi guys im new here , i just installed a refurb ctx100 system adku1 and a 4 port rcou3 . my problem is that the lines only blink ring the phones and i cant pickup any lines i only get static , can anyone please give me some tips. i thought after a reset all lines are assigned to all phones. i set the ip using program 916 and can log in to it with emanager , i am trying winadmin but i cant seem to find the password user : Administrator Pass: i tried all the normal passws i can think of . antone have winadmin password defaut? right i also have a 4port call id modual but i pulled it for trouble shooting purpores. also noted that i can select the line 1-4 but only get static . i replaced the line card alreadt still same . factory erased twice now . when i call the phone number line 1 blinks and the ext light comes on as well as the line 1 light blink green.
