CTRL-V Paste NOT working on screen derived from pfc_w_reponse

The CTRL-V keyboard shortcut does not work on any controls on this screen.

I have verified that I can paste using Right-Mouse-Button click menu item Paste.

Our main menu does have an Edit - Paste associated with CTRL-V but I am not understanding where and how this gets overriden when the response screen is active.

m_edit.m_paste
of_SendMessage ("pfc_paste")

I appreciate if someone can shed some light on how this works and where to look and what to look for.
