'Ctrl' key doesn't work with shortcuts?!

Am I being really stupid or something?

I've just upgraded from Photoshop 7 to CS, and for some reason my ctrl key doesn't work with shortcuts (ctrl + O, ctrl + S etc, etc.). It works when layers are selected, to move object and such, but I can't use any shortcuts?

Try a google, I've heard of that problem happening quite a few times. I think a search in these forums may even turn something up.

A friend of mine had the problem, I think he resolved it with a reinstallation.
