CTLSVR service will not start, error 14001

Good afternoon, all,

I'm hoping to get some insight to an error message that I'm seeing on my File Server.
I attempted to drop in a new database to mimic an environment; I renamed and replaced the BIN, BMP, DATA, NEWDATA, PROFILES, and RPTSET directories. I edited the security fields inside of Aloha.ini in Data and Newdata to match the ones from my working lab. I ran unregister_iber and register_iber.

Now, when I attempt to start the CTLSVR service, I get an error message:
Could not start the CtlSvr service on Local COmputer.
Error 14001: This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem.

Any ideas? I'm not sure if there's just some part of the configuration that I am missing, or if the versions are incompatible... I've hit a road block.
