CTA100 or CTA160i in server mode?

We have a Norstar MICS phone system. I want to add TAPI to it in server mode - one CTA device (100, 160i, 200, etc) in a central server that provides TAPI dialing and pop-ups for all users. We have the workstation software already (stuff we wrote or 3rd party, like Goldmine), so I just need the hardware and whatever software, drivers, or licenses are required to make this work.

If I buy a "new" CTA it comes with "Norstar Personal Productivity Suite". Is that all I need to make it work in server mode? Or do I need a driver / license for each workstation and use the included software on the server? Again, I am not going to use the Norstar software to do the dialing or pop-ups, I just need some TAPI "driver" for each workstation and whatever license / software I need on the server to utilize the CTA device for all the users (about 20).

Is the software to run a single device on a server included with the device or is that something that is licensed separately? I figured if I purchase a CTA for every user that each one have (at least) a single user license, but it is unclear if I use that device on a server to support many users if I need something extra or not. I not be using the Nostar client pop-up software, just the TAPI interface through the network.
 
I found this in a Nortel PDF titled "Norstar TAPI Service Provider 4.3 Server Configuration Guide".


"Adding server functionality to Norstar TSP

Norstar TSP is set to single user mode by default. You must upgrade Norstar TSP before you can use server functionality. Server functionality allows Norstar TSP to share the CTA connected to Server with other Norstar TSP users. To use the server functionality, your computer must have a network connection and be running Windows NT Server 4.0. To add server functionality, use the Norstar TSP Authorization Code and the Norstar TSP Site Code to obtain a Norstar TSP Security Key Code."


Looking around it looks like something like part # NTAB2777 would be an (expensive) 5 seat license to do what I want to do...
