CSVDE import to AD fails -referral returned from server

I have a csv file exported from a Windows 2000 AD using CSDVE, I have cropped it down to just DN, objectClass and sAMAccountName. Theres about 250 users in there.

When I try to import this to my new server I get:

Add error on line 2: Referal The server side error is "A referral was returned from the server."
0 entries modified successfully

Can anyone shed some light on this for me please
