CSV File Type Open Problem 1

Hello:
Windows 2000 Explorer is configured as follows:
Excel comma seperated values file
Open
Print
Confirm Open After Download Checked.
WindowsXP is configured identically.
When downloading a file from the Bank in 2000 the dialog box would appear asking for the file name to save as.
This is exactly what I want, but in XP the file opens immediately with Excel. I need that dialog box back so I can save the file first without opening.
