why does DW sometimes let me view the sheet as a whole and sometimes only give me the editing box. Is there a setting that I need to applay so I can choose between the two?

External sheet can be seen as a page, styles only on a page will just open a dialogue box. Also check Edit>Preferences>CSS Styles to make sure Open CSS styles is selected
