Css, Textareas, loggin

Since i am designing a site for a school club, i am unable to use the "sendto" and other email type submissions,
I need a way for the text submitted to be logged by it saving as a .txt, or updating an already existing .txt, which would be on my home pc.
can somone help me out?

Not with HTML. HTML does not have any scripting abilities. If you wanted to save the .txt file anywhere on the server you would need to use server side scripting.
