CSS Images and Locations

I plan on resizing a website using CSS, but this is the first I will have done this and I am wondering whether I have to changed the layer locations as well so as to avoid spaces between the layers. There are multiple images, each with their own layer to form a complete layout. Besides this, I am assuming that I should make a couple seperate CSS files and a javascript detection that allows one of the files to be used depending on the user's resolution.

All help is appreciated.
