CSS Border Help

Hi all,

I have just created a sample webpage located here:

..and would like some help regarding CSS borders. As you can see on this page, a lot of CSS has been used, but what i would like is to create a CSS border around the search box at the top of the page. I have uploaded an image created in Fireworks MX of how i would like the border to appear:

Can anyone please tell me how to do this CSS where the text is in line with the border? I know it can be done because its been done around the search box on this webpage:

http://www.tfl.gov.uk/tfl/

..but i just can't figure out how. I've tried shifting segments of code around, but no joy.

Any help is appreciated.
